The Improvement Location Permit is the relevant item here, because Carmel's Building Safety Office reviews residential ILPs for significant alterations and for trade work including plumbing and electrical — which is most of a bathroom project once the finishes are stripped away. The soil and severe-weather facts have essentially no bearing on interior work. What the city's rapid growth does tell you is that housing era varies enormously across Carmel, and what sits behind the tile in a 1980s house is a different proposition from a 2018 one.
